That Astro only has his shirt off for one moment and by a moment I mean one second. Are they doing this on purpose because idiot parents will complain?

No. there is nothing wrong in what you said; it is just that obvious! Even though Astro Boy has always had different attire depending on the episode, fear of objections from different parent activist groups for one is probably the main reason (at least here in the U.S.A) that Astro Boy is being shown with more clothes on than usual! (As evidence, the posters in the U.S.A. show Astro Boy in full dress pants and shirt, while Japanese posters show "Atom" in traditional garb!)

Second that, the end of one of the trailers (I think its the second one) has him charging into battle without the new clothes. Looks like its charging towards the biggest baddest enemy, we'll soon find out I guess.

Yeah, I believe that is the case. Not just only the parents who may think its inappropriate for a boy to wear only black speedo and red boots but those who never heard of Astro Boy may think its silly. I don't mind the new look actually. I thinks its cool.

Its sad that we even have to put up with people that think that way.
Astro has been this way for 50 years, and its only been recently that he has to "wear clothes"
The biggest flaw in the arguement is Astro is simply a machine... we don't ask our computers to wear clothes... and Astro doesn't exactly have anything to cover up.... its not as if the other characters don't wear clothes. Toby is always fully clothed... so are Astro's friends... Its a childrens show and I know the kids watching aren't concerned that the robot only wears "underwear"

Except that our computers usually don't look like humans. But otherwise, yes, it's becoming more and more stupid.
